This report investigates the dynamics of IS-led radicalization in India (with a special focus on Kerala), evaluate the state and central government’s response, and identifies best practices in deradicalization as a counter-terrorism strategy. This also includes insights from deradicalization models of other countries, particularly Saudi Arabia, Indonesia, and France, although extraneous details of the various programs have been omitted to keep the analysis relevant to India. The report then argues that a comprehensive legal framework and a counter-radicalization strategy is needed, and it presents some India-specific recommendations for the same.
