Enhancing Civil-Military fusion in the Indian Army

CSDR’s project for the AMSB focused on enhancing civil-military, military-industry, and military-bureaucracy fusion in the Indian Army, involving literature reviews, expert interviews, and stakeholder mapping, culminating in a Vision Statement to guide future fusion efforts.

The project on Enhancing Civil-Military Fusion in the Indian Army was conducted by CSDR under the aegis of the Army Management Study Board (AMSB).

The project focused on three distinct yet interconnected themes:

  1. Enhancing civil-military fusion for PME;
  2. Enhancing military-industry fusion;
  3. Enhancing military-bureaucracy fusion.

For each of the three themes, the project team carried out an exhaustive review of existing literature. This included academic publications available in the public domain and existing study reports shared by the ARTRAC. Literature, including case studies, looking at Civil-Military fusion in other contexts, published by international authors, was also reviewed, and has informed the findings of this study.

The project team carried out Key Informant Interviews with experts, former and current practitioners from the Indian Army, and industry representatives. These interactions helped bring pragmatism to the recommendations. The interviews were carried out both in-person and online. The research team also used structured questionnaires, emailed to identified stakeholders for written responses. In addition, the research team conducted stakeholder and institution mapping to build resources for the Army. Finally, based on its analysis, the project team prepared a Vision Statement that should guide the Indian Army’s efforts to enhance fusion in each of the three domains.
